Process or state?

The process passive with werden describes an action: „Die Bibliothek wird um 8 Uhr geöffnet.“ The state passive with sein describes the result: „Die Bibliothek ist bis 22 Uhr geöffnet.“

„sein + zu“ can mean „can“ or „must“ — the context decides: „Der Text ist leicht zu verstehen“ (can), „Der Antrag ist vollständig auszufüllen“ (must).
